GOAL: To prevent severe-weather deaths among those who are unable or unwilling to utilize current shelter options.
The Taskforce has received a pledge of funds donated in memory of Roger Witt Johnson (1929-2021). One planned use involves the purchase of small units designed to house one or two people, and placed on private, church-, or city-owned property at various locations.
What can I do? Donate a trailer or camper/RV for use as an emergency shelter. Consider donating toward the cost (or furnishing of a unit. Help identify potential unit sites.
GOAL: To create 60+ new units for those with incomes under 30 percent of Area Median Income (AMI)
We are currently working with at least two area churches to explore repurposing a portion of their church property for affordable housing.
Potential funding streams include Low Income Housing Tax Credit (LIHTC), and HUD Section 811.
We hope to create a model public/private partnership that illustrates successful ways to expand housing for those struggling to afford it.
What can I do? Talk to leadership in my church, or a church in my neighborhood, to see if they might be willing to participate.
GOAL: To set up one or more tiny home villages in Frederick to serve different vulnerable populations.
A variety of models across the country show that building small, service-enriched villages, creating communities of purpose and belonging, and charging relatively low (or sliding-scale) rent fills a vital gap in the continuum of housing.

- are steadily employed, but making less than 30% AMI
- are medically vulnerable (Medicaid/Section 811)
- live with disabilities and require permanent supportive housing (PSH)

What can I do? Consider donating toward the cost of tiny home units or other expenses, volunteering to help with landscaping, etc.
One of our major policy goals is to change local zoning regulations to allow Single Room Occupancy (SRO) units within the city of Frederick. This will provide additional options for low-income individuals.
What can I do? Attend meetings of your Neighborhood Advisory Council (NAC), and get to know those who represent you in city government.
